The continuum:

Tier I:  Information or resources that are available to all and designed to improve functioning (e.g. universal curriculum in classrooms, information for parents through media)

Screening:  Brief measures administered to all 0-18 year olds intended to identify children who may be at-risk of developing difficulty

Tier II:  Supports available to at-risk children and families to prevent concerns from developing (e.g. Positive Parenting Program, or Triple P, coaching support for parents regarding specific child behavioral concerns, skill-building groups in school)

Tier III:  Individual treatment for children with diagnosable conditions and support for their families

Tier IV:  Inter-agency problem solving and intensive individual and family services
